Transcript of speech is as follows: "Mr. President [newly-elected John. F. Kennedy], I wish to congratulate you on your election. I know that the United Nations General Assembly will benefit greatly from your wisdom, experience and independent judgement, which are so essential in the discharge of those responsibilities that are yours, and may I add, Sir, that one-tenth of Canada's population is of Irish origin and they ask me to convey to you a particular word of congratulation.I wish as well to join in welcoming the newly elected member states..."Continued in Shot No. 8430.
